I normally test them to about 7 or 8 psi (I realize they should not see more than 4, but I like the comfort zone).  If they hold pressure and look good, I will use them. Failing that, I find it best to go find another or buy new.  From what I have heard, they are extremely difficult to repair and prone to future problems.  And, unlike a radiator leak, a leaking heater core (a) is a pain to replace and (b) will make a mess on what are frequently nice new carpets.

Regarding your question about the fan, the radiator people I know only like to deal with plumbing.  On the other hand, being a cardiologist, I can tinker with plumbing AND electricity – but patients were so much easier than Triumphs……….

Has anyone taken their TR3 heater to a radiator shop to recorded and rebuilt? Will they touch the fan portion or just deal with the core itself?

Well that was almost too easy.   Turns out when I replaced the heater hoses last year I neglected to even re-attach the ground wire, it must have been lying against a convenient ground right up until last week.
