When a switch is "open" electricity will not pass.  The two contacts are separated and electric current flow is blocked.  When a switch is "closed" the two contacts and touching allowing current to flow.  This is opposite of the terminology used for valves which will allow fluid to flow when "open" and will block fluid flow when "closed."
So, this begs the question: what is it you want to do?  If you are referring to the neutral safety switch on a car equipped with an automatic transmission, it is designed to allow the starter to operate only when the transmission is in either Neutral or in Park.  Do you wish to do something different?

A five pin relay should have that feature, it would be pin 87a.
