Apparently, they put this exact set-up on Nissan 240, 260, and 280Zs, too.

Wouldn’t DCOEs be more efficient, from an airflow viewpoint, in that they are horizontal, vs the downdraft DGV?

The second choke opens only when the throttle is opened wide.  I believe this style of Weber was developed to give cars the economy of a single choke carb under normal driving conditions, with the ability to greatly increase mixture flow to the engine when additional power was needed. As such, I would think that it would be difficult to synchronize a pair of them. But, as I said up front, I know very little about Weber carbs...
