Another determining factor in sizing flywheels is the car weight and gearing. A heavier flywheel will have more angular inertia and when you let the clutch out that inertia is transferred to the car moving it forward. A bigger flywheel will get the car moving before the engine dies.

I believe the TR2/3/4 was more or less "balanced" internally. The flywheel
weighs about 3x what it needs to. I believe they used the flywheel to
smooth it out.
