[TR] TR3A Radiator Fan

An electric fan mounted in front of the radiator, should "push" air through the radiator. One mounted on the engine side of the radiator "pulls". It sounds like your pusher fan has been wired incorrectly. It definitely shouldn't be pushing air out the grill.
I think it is true that an electric fan is only useful in very slow driving and while at rest.
An electric fan is all that I have on my TR3 vintage racer and it is only needed in those conditions. It never comes on during a race. The electric fan switch/sender is 200 degree. I have an override switch to operate it manually when the temp rises.

You're right, it seems to me, that cruising at speed the fan would be pushing instead of pulling, which would counter the airflow coming through the grill, which would logically exacerbate the tendency already for the electric fan to somewhat impede natural airflow at speed.

I've tried the modified water pump with the additional vanes but didn't notice a difference, though it might help with an engine more on the margin of overheating due to clogged water passages and whatnot. I've rebuilt the engine twice on mine, boiling the block and head each time, so haven't really had to reach for cooling solutions. Have an electric fan to install, but never had to bother.
