Hi David,
Check out this diagram of ignition coil/points diagram (see link below) and it might help you see what's going on with your testing - seems to me you should be getting 12v whether points are open or not..

Ok, back from an all week conference and went to triple check ?stuff?. In 20180714_124203.jpg I have the points open, in fact I put a piece of cardboard in them to make sure, and still get 12v between the low end of coil and the ground. Points closed, 12v.
