[TR] TR3A Control Head...

There should be a steel "stator" tube that runs through the steering column.
The control head has a short tube that engages with a slot in the top of the
stator tube.  The bottom should be locked in place by a compression sleeve
and nut on the front of the steering box.

Your compression sleeve may be loose, or missing, or sometimes the slot at
the top breaks (requiring a new tube).
