Unfortunately, the no charge at idle is more it less normal for these early Lucas alternators. The light may or may not be on, but they just don't charge. (And the discharge is current going to other things, like ignition and fuel pump.)

The light glowing at higher speed (when it is charging, as shown by your voltage measurements) probably indicates low voltage from the ignition switch. Bad connection in the wires to/from the switch, or perhaps the switch itself is bad.

Could be other things, but that's where I would start. Run the engine at fast idle, and compare the voltage from a white wire (to ground) with the voltage on the brown/yellow that comes out of the voltage regulator. If the white wire is lower, you have a bad connection somewhere.
