 That is typical for a battery tender.  A full-blown three-stage (or four-stage) smart charger will end up there at the end of its cycle.  A smart charger will start out in constant-current mode until the voltage reaches about 14.5 volts where it switches to constant voltage at that voltage until the current drops to a threshold level when it will drop back to 13.5 volts which is where your tender operates all the time.  The four-stage charger has a recovery mode for severely discharged batteries but behaves the same otherwise.

Hello,
First time using a DelTran Battery tender on my TR6 (w/new battery).
When light is on indicating a full charge the battery voltage shows at 
13.45v.
Is this unit operating as it should?
