[TR] TR6 Cam Degreeing Problems

I'm having some issues degreeing the camshaft on my TR6 rebuild project.

 

It's a stock replacement cam, Exhaust is supposed to be open at 58 degrees
BBDC and closed at 18 Degrees ATDC.

 

So, I've got it fully open (maximum lift) at 58 degrees, but the valve
closes (0 lift) at 55 degrees BTDC. 

 

Same issue with the Intake measurements.

 

Am I missing something about where/how to measure when the valve is closed?
