Yes the early TR4's had the outrigger extensions.  My understanding is 
that the factory was using up the left over TR3 frames.  As you will 
remember tr4's are 4" wider than a TR3.  They welded on the additional 
front frame members to widen the front track but just used the 
extensions for the outriggers.

My TR4 has them.  It is CT1798L built in December of 1961.

Not sure why the placed the holes in the front frame add-ons.
