[TR] TR3 Commission Numbers

There is a car on ebay listed as a 1959 TR3 with  Commission Number 
EB31535 range. A Commission Number in that range suggests 1958 and 
earlier (my car is a 1958 TR3A with TS32093LO). The car has a small 
mouth front apron but later SUs with push on fittings rather than the 
banjo fittings found on '58 and earlier cars. Anyone know what the EB 
prefix means in the Commission Number? The owner says that the title 
does say 1959.
