[TR] TR3 timing

Bill -

Consensus may be hard to come by with so many potential variables... but I
look for about 33° total advance around 2700 RPM.

That said - I do not set the timing that way, I just use the strobe to
verify that centrifugal advance is working and that the timing mark is
steady.
