Yup, just as Dave said.  Most likely contacts themselves, but could be
damage to the wire inside the stator tube (especially if your control head
turns with the wheel), or even less likely, a ground problem between the
head and the steering box.

The relay is a good suggestion, and in fact is just what I did before
learning that the 4-way sleeve (where the 3 NB wires joined) was the real
problem.
