[TR] TR4 seat mounting question

I had some upholstery work done on the seats in my TR4, and I have a 
question about how the seats should be installed.

There are two mounting holes at either front corner of the seat frames. 
A bolt goes through one of these two holes and into a matching bracket 
on each front corner of the seat rails.  My question is: which of the 
two holes is the correct location for the pivot bolts?
