[TR] Recalcitrant TR-3B Engine

Sounds like my old Fiat 128 - apparently it didn't get very cold in 
Italy.  Wouldn't start without starter fluid when cold and had pretty 
anemic heat (although much better heat than the VW Beetles which replaced it).
