The latter would be my guess.  I'd try cleaning the screens (both of them)
and the dashpot/relief valve.  Fortunately with a J-type, they should be
accessible from under the car, no need to pull the unit again.  But you'll
probably want to have a spare gasket on hand for the sump plate.
