Paul,

Sort of.
But, by turning the distributor, you are moving it much more than a few 
clicks on the vernier. Most likely more than you need.

As stated in the owners manual, set the static timing by attaching a 12V 
light bulb to the circuit as shown and set the static timing to 4 
degrees BTDC. Tighten the distributor and start engine. Use the vernier 
for adjustments as required for optimum performance.
