[TR] Modifying tires and wheels

My post was not meant to be specific on any details.  The rules are posted 
on the VTR website.  But the rules are mostly for consistency.  The 
philosophy is still the guiding principle and we make changes where it makes sense 
to do so.  Usually this comes up when a situation arises that we did not 
anticipate.  The 13 inch tire is certainly a situation that has been developing 
somewhat quickly but has only recently hit critical.  We will take your 
suggestion under advisement.
