If you can, it might be best to bring the supply voltage up slowly.  This is
probably less important at 12v, but back when the B+ voltage was 150v (for
vacuum tubes), there could be a problem with electrolytic capacitors that
had not been used for a long time losing the thin oxide layer that forms the
dielectric.  Starting out at a lower voltage would give the layer a chance
to reform, and reduce the odds of the capacitor failing.

But it's not that big a deal, so if you don't have a variable DC power
supply handy, don't worry about it.
