[TR] Leg Warmers for TR3

The top is just for pouring rain (and optional then) so I often drive
the open TR3 in sub-freezing mornings.  On the coldest of those I just
use a lap rug (old wool blanket) over the legs.

Well, it'll be 86 here today so I think I can save blanket for
crawling inder the car.
