It is just pressed in and rather snug, and not an easy spot to get at.

I managed to weaken the face of the plug with a dremel, then drive a
stubby screwdriver thru the metal.  Once that was in I was able to
twist the cap and finally pry it out.  They'll never use that cap
again.
