These are NOT welded to the car body they 'float' in their respective holes!

Starting to put the repaired body back together in prep for the final coats of
paint and I am just now coming to the realization that the long tubes/bushings
that the rear bumperette bracket bolts go through are probably permanently
attached to the rear apron.  Of course, when I took the car apart these came
loose freely as I disassembled everything.
 
So, If I need to go back and weld these in place, can someone tell me how much
of the tube should protrude past the sheet metal of the rear apron...
Or should it be flush?
