[TR] gas guzzlers

I think this was under  discussion recently. To sum up: in order for  
the government to take your gas guzzling, clunker TR, you would have  
to voluntarily trade it in on a brand new, more fuel efficient car.  
AND this is only under discussion (ie: hot air).
