Perhaps you've already solved this problem, Paul ... but it sounds to me
like you've got either a major vacuum leak or the throttles cannot close
fully for some reason, combined with the fuel level being too high from a
sunken or stuck float.

My first step would be to lift the pistons fully, and shine a light on the
throttle plate, both to check that they are closed tightly and to look for
any foreign object caught in them.  Also check that the tips of the idle
adjustment screws are resting on the stops ... if not, then there may be
binding in the throttle linkage holding the throttles open.  One easy way to
check for a linkage problem is to loosen the pinch bolt for the front bell
crank, which effectively disconnects the linkage from the carbs.

If that doesn't turn up anything, I would probably try to deal with the fuel
issue next, just because leaks are easier to find when the mixture is
somewhere close.
