[TR] tr-3 spare tire area question

Immediately inside the cover in the spare tire area on the floor is is a 3
inch by 2 inch (approx) depression in the floor.  It has two bolts or  caged
nuts for bolts.  I'm confused about what thats for.  There is no corresponding
latch or attachment on the cover that matches this depression so it doesn't
seem to be a place for a latch of any kind.
