I disagree.  At least one functional benefit is to reduce underhood
temperature after a hot shutdown, thereby reducing the likelihood of
percolation in the float bowls.  There have even been a few cars with
separate fans just to cover that situation (early Dodge Caravans, before
they became fuel injected).

And, as Jim also pointed out, there is a certain amount of heat carried from
the engine to the radiator by conduction and/or convection.  It's not much
compared to the normal flow of heated water, but some.

Of course, you have to balance this with the safety aspect (fan coming on
unexpectedly without the key on); plus the battery frequently being stored
in a partially discharged state.
