I like the puking analogy.....and that would explain why the electric fan
might turn on after you've shut the engine off.

The primary effect is to raise the boiling point (by about 3 degrees for
each psi); which gives you more margin before it boils over.  

Won't do much for running temperature either way, unless it's about to boil
over.  But that 13 psi cap might help keep it from 'puking' when you stop
suddenly after a run (like pulling into a freeway rest stop).
