Larry,
The only item which was optional from the factory was the removeable hardtop.  My understanding is that the records indicated which of the early Tigers were shipped with a hardtop, but that was not continued later in the run of Tigers.  Using your definition of stock, only those Tiger owners who could document that their hardtop was shipped on their car from the factory coud consider the hardtop to be "stock".  However, Sunbeam recognized that dealers would lose out with only one option, and wanted to provide further revenue stream for their dealers.  So Sunbeam developed the LAT options, almost all of which were manufactured in America.  It did not make sense to ship them to the UK to be installed on the cars only to be shipped back to North America (the main Tiger market).  Furthermore, due to the number of LAT options, dealerships would not like to try to figure out which combinations of them their customers would want on a Tiger sitting on the showroom floor.  It simply made sense for the options to be installed at the dealerships, like the majority of hardtops.  Just like all the parts in the Rootes Parts Manuals, the dealership would be happy to sell the LAT options and the dealer may or may not install the LAT options.
The three major Tiger clubs in the US have all decided that LAT options are considered STOCK.

If judging a car, then my first requirement would always be:  Did it leave the factory in England with the headers or other whatcha ma call it?  Otherwise it might be a dealer installed option but mostly I think headers were installed by the owners after homologation for SCCA racing or because they just helped the power output a smidge? Does anyone have stats on how many left the factory completion with headers as we are talking about?
