                A long time ago I had a similar problem.    I finally found that the spring inside the MC was worn and lost some of its spring force thus the internal brake parts were not moving correctly.   I located a new spring and rebuilt the MC.   

 

Right now, if you pull up on the brake pedal, will the brakes release?

 

I think I also bought new springs for the pedals because I thought they were on the weak side.

 

Do you remember when the last time the MC was rebuilt?   Seems like you might need to now and be sure to inspect all the MC internal parts.

OK- just saw this note. If you have replaced your flex hoses, then it is probably back to looking at your master cylinder.

Please be aware that most master cylinders have an internal “hold off” check valve to provide a bit of residual pressure to keep the seals in drum brake slave cylinders from leaking. Be certain you do not have that type of master cylinder if you have disc brakes.

I have brand new rubber hoses that I got from Sunbeam Specialties last week.
