[Tigers] Steering rack

I'm sure Moss Motors would have the boots for a Midget steering rack.
Would be refreshing to find that Moss has something that can go on a
Tiger.  The kits usually come with a set of clamps.  I think that it's
common to provide plastic cable ties for the clamps.  As far as I know,
they work pretty well.
