[Spridgets] Weber Conversion

My biggest dislike with the side draft Webers was the lack of a good vacuum
source for the dizzy.  They are good carbs, though.
Forgot to mention that I tinkered with some Dellortos, too.  I don't
remember there being much difference but I didn't race or dyno anything.
