    Sounds like your starter armature is bound up in its front and rear bushings.  My only thought is to remove the starter and see if it turns by hand and turns freely.  If in fact the bushings are binding the armature shaft, try some light oil on the shaft at The bushing and turn the shaft to work in the oil.  See if that frees up the starter.  Another possibility is loss of continuity between the 4 brushes and the commutator .  it should spin up with jumper cables , attaching pos post of battery to stud for cable and negative post of battery to the starter housing mounting flange.  Just some thoughts on the what & how of starters.  Chuck
