[Spridgets] To ballast or not - Bugeye with 1275, neg. ground

I'm finishing on the restoration of my Bugeye with modifications.  It has a 1275 cc engine, negative ground system with a new alternator and Crane ignition (XR700).  The coil is stamped BYS 11P12 - apparently a Lucas DLB101equivalent. The resistance across the +/- terminals of the coil with no connections is about 3.4 ohms.  The circuit is at present without any ballast resistor.  I'm trying to figure out whether I need to add a ballast resistor.  I've read somewhere that for a coil with this low a resistance, the running voltage will be excessive (to what?).  I see no ballasts in spridget wiring diagrams before about 1975.
Any advice/insight would be very much appreciated.
