  You'll find a couple of dozen places listed.
  Be warned; leather work ain't cheap!  For a very young cowgirl you'd probably do better to just make them yourself. (IMHO)  Get light weight leather(for a young'un with toys) and use her existing holsters and the guns for a pattern.  Make whatever mods., customizations, alterations you want, then cut them out.  You can either sew them yourself, or show the shoe repair shop (or other leather worker) how you want them done and let them do it.
  I've never made holsters myself, but my friend made mine in a very simple style.  I'm told you can wet the leather and wrap it around the guns to dry for a more custom fit.  (Seal the guns in plastic bags first to prevent rusting!  Yes, I do remember that they're only toys, but they're your baby's pride and joy after all. :-))
