[Spridgets] No LBC - Odd Bike

A while back several folks were discussing vintage bicycles during a  
period in which I was not paying attention - - normally not a subject  
of interest to me.

But I just received a picture, nothing else, of a rather unusual bike  
an would like to see if any one can identify this bike.  Have not  
found anything doing  a web search.
