You should disassemble the wiper unit.  It sounds like there is something wrong with
the brush contact inside the unit.  This is not the motor brushes, but an arched contact surface
that establishes the angle that the wiper sweeps.  It's inside the circular do-hicky where the 
exposed red wire goes in.
