A kink in the wiper rack tube can cause this, the rack jams inside the 
tube and the motor takes the hit.
If you remove the top plate of the motor, pull off the peg from the 
gear/rack and work the rack by hand, you will feel it bind, at least you 
will know if it's the rack or the motor.
