[Spridgets] going to England

Safety Regulations.  The marine layer fog comes into the bay area often so
thick that you can't see your hand in front of your face. Ships hit it.
Airplanes have had many near misses. It is my understanding that the color
was dictated by safety concerns as being the most visible color in foul
weather.
