They are both useable across the entire rev range of the engine.
On the Uni-Syn, it's just a case of adjusting its air-flow restrictor disc to 
account for the air flow through the carbs.
On the Color-Tune, you are watching the air'fuel mixture as it burns...
Not as good as an exhaust analyzer or a EGT/CGT set-up but I can't afford 
those <G>
