That sounds about like full retail.  You should be able to negotiate a
bit from that, but not much.  The Minis have been retaining their value
very well.

I recently bought a 2007 S with auto.  I think the 08s are about here. 
Dealers aren't negotiating off list, some are adding packs, so a new one
will cost you about list.  You might get some money off a 2007 demo, but
it will have been beat within an inch of its life.

If you are willing to wait 6 weeks or so for delivery, you can buy the
new one with automatic for about $24k, although that would be an
absolutely stripped car with no other options.  No sunroof, no bells, no
whistles.  What you get is a better car, though.  The 07 cars have an all
new aluminum, turbocharged, varible valve motor rather than the iron
block version from Brazil in the older models.  A bit more hp and torque
plus better all around streetability.  The downside is the satellite dish
sized speedo in the center of the dash and some wierd control layouts.

I've been very happy with mine.  It does literally handle like a go-kart
and it is QUICK.  I particularly like the Sport button for the automatic,
which makes the car respond at a level closer to what I would be doing
with a stick shift.  I don't know if the 2006 cars have that.
