Ground strap?  The block needs to be grounded properly for starter
and/or ignition to work properly.

Battery condition?  Sometimes a battery will show 12 or so volts at
rest and then crap out when you put a load on it.  This is easy to
test:  use some jumper cables and another car to try.

Next, the starter should turn the motor over for a while, until the
battery gets really low.  Fix this next.  Push starting is good but
only works if the car is timed and tuned enough to run reasonably
well.

If it is a new motor I like to pull the plugs and let the starter turn
over until the oil pressure builds enough to register on the gauge.

You didn't put a bunch of two-stoke oil in the tank, did you?
