You obviously have a bad OD solenoid.  It is supposed to burn out to 
protect the fuse.

All seriousness aside, have you re-wired anything lately?  If you ran 
the power wired directly to the switch instead of to the solenoid it 
would cause an immediate short to ground.  This would bypass the 
solenoid and prevent it from protecting the fuse.
