These foam inserts decrease ambient noise by 16-18 dB.
If there's a crying kid on the plane you can ignore them fairly easily, but
still converse with the flight attendant. However, I pull them out to have
a conversation.
I've never used them while driving, because I don't typically listen to
music on my phone, but also because it's illegal in 1/3 of the States to
have ear buds in while driving.
As a point of reference, the roll-squeeze foam ear plugs that are used for
heavy equipment or shooting ranges decrease noise by 32-38 dB. These
_will_ block horns and distant sirens.
If you live in a state where it's legal to use ear buds, try it out.
