Tim,

Does you toilet have holes around the upper rim?  Also check the bottom of the
bowl where there is the larger flush hole.  Are these clogged with 
calcium deposits.
I had a toilet years ago that got clogged up like that.

If you look in the tank when you flush the toilet does the water take 
a long time to
drain from the tank or does that go out quickly?  Could the be something stuck
in the water path between the tank and the bowl?
