  If you are renting space in an office, my advice is to Complain, 
Complain, Complain. Make the property manager's life a business hell. I 
am an HVAC tech and we are called in all  the time to "Fix Stupid". "The 
squeaky wheel gets the grease".  You could be the victim of closed 
volume dampers, a dead VAV box, wiring problems, stupid design, or many 
other factors.

Make the property manager get a knowledgeable contractor to evaluate the 
problem and solve it. My company has been called in to numerous 
situations like yours and some of the things we find are downright 
hilarious (to a pro.) Peruse the HVAC Talk web site Wall of Shame for 
some examples. You don't have to join to look.

You or your company a paying for first class office space and the 
property owner or manager has to make it right. Have your company legal 
check the lease and enforce all the particulars of comfort and safety.

You don't have to put up with this situation.
