Ethylene Glycol Monobutyl Ether is a surfactant (one of the butyl cellosolve types) whose purpose is to penetrate oils from fingerprints and such on the part. Chromium trioxide is an oxidiser; not certain why it is in there, but it may also be for oil lifting/penetration.
