Depending on the thickness of the plastic, you might be able to use a nibbling
tool such as this.

I've found that the minimum size hole to drill for this tool is 1/4 inch, and
you need to disassemble the tool and reassemble it in the hole. A larger
starting hole is easier.

I've used this tool often over the years, and it has proved invaluable.
