[Nobbc] Abnormally high oil pressure

British HP ratings in the prewar years were  based on the bore size only, 
and not the actual measured HP, or BHP.  This was how the tax was calculated 
and why so many stroker engines were produced.  So, the 21 HP is likely 
closer to the 85 hp than it seems.
