If you mean the one with the flat alloy spokes not paint.  Strip the 
paint off (carefully by the rim covering) and run wet and dry up and 
down them (not across) to get close to the original finish.

Steering wheel has some rust and issues; looks like the DPO painted it 
anyway.

What’s the recommended paint for that?
